What is an SDVOSB? The Service-Disabled Veteran-Owned Small Business (SDVOSB) program allows federal agencies to award contracts to businesses owned and controlled by service-disabled veterans. This provides opportunities for SDVOSBs like Black Marlin Ventures to obtain federal contracts.

SDVOSB Sole Source Process
The purpose of the Service-Disabled Veteran-Owned Small Business Concern Procurement Program is to provide procuring agencies with the authority to set acquisitions aside for exclusive competition among service-disabled veteran-owned small business concerns, as well as the authority to make sole source awards to service-disabled veteran-owned small business concerns if certain conditions are met. (See Code of Federal Regulations (CFR) 13 C.F.R. § 125.8-125.10).
Black Marlin Ventures Joint Venture Black Marlin Ventures is a Joint Venture between Commdex, LLC and Lucayan Technology Solutions, LLC. Lucayan Technology Solutions holds the SDVOSB certification, allowing Black Marlin Ventures to pursue SDVOSB set-aside contracts.
Sole Source Authority The SDVOSB program allows for sole source awards if certain requirements are met. Agencies can make awards to an SDVOSB on a sole source basis, without competition, if:
- The anticipated award value is below the applicable threshold ($7 million for manufacturing, $4 million for all others)
- The SDVOSB is a responsible contractor able to perform the work
- Award can be made at a fair and reasonable price
- The CO does not have a reasonable expectation that at least two responsible SDVO SBCs will submit offers.
Sole Sourcing to Black Marlin Ventures To sole source to Black Marlin Ventures as an SDVOSB Joint Venture:
1. Verify Lucayan Technology Solutions’ SDVOSB status in the Vendor Information Pages database.
2. Prepare a written requirements document describing the agency’s needs.
3. Conduct market research to determine Black Marlin Ventures is a responsible contractor capable of meeting the requirements at a reasonable price.
4. Conduct direct negotiations with Black Marlin Ventures.
5. Request and review a quote/proposal from Black Marlin Ventures.
6. Ensure the negotiated price is fair and reasonable based on market research.
7. Complete required sole source justification and approval documents.
8. Award the contract to Black Marlin Ventures.
This streamlined acquisition method allows agencies to directly engage Black Marlin Ventures for requirements meeting the SDVOSB sole source thresholds, providing opportunities for this service-disabled veteran-owned business.
